1. Pour the flour into a large bowl. Make a well in the center and add the water. Cover with the flour, then knead with your hands until you obtain a dough that is not sticky and not too floury.

3. Chop the onions and garlic.
4. In a large pot, heat the oil and add the onions and garlic. Pour in the can of peeled tomatoes with the shrimp, add the tomato paste and annatto, season with salt and pepper.
5. Add enough water to cover the shrimp, let it boil, then add your dumplings and let them cook for 30 minutes.
6. If the sauce becomes too thick, add water.
