1. Preheat your oven to 200°C (400°F)!
2. Bring a pot of salted water to a boil.
3. Slice the onion.
4. Trim the green beans.
5. Cut the broccoli into florets. Peel the stem and slice it.
6. Cook the vegetables for about 10 minutes.
7. Meanwhile, cook the bulgur for 10 minutes.
8. Press or mince the garlic.
9. Cut the chicken thighs into pieces.
10. Use parchment paper to make the papillotes (one per person).
11. In the center, place the chicken, onion, garlic, broccoli, and green beans. Drizzle with olive oil. Season with salt, pepper, and sprinkle with chili.
12. Seal each papillote tightly.
13. Place them on a baking sheet and bake for about 20 minutes.
14. Cut the lemon into quarters.
